Difference between 2171 and 2173

Hello,
I am applying for Saskatchewan Express entry, but I am unable to understand the difference between Noc 2171 and 2173. In both Nocs , gathering requirements and develop logical and physical specifications are in duties. So I cannot understand which one I should choose. Please help me to identify their differences

Choose the one which best suites your roles and responsibilities letter that you received for your work experience. Go with the one which has more (at least 80% match) relevance. Also you should be in a position to explain why chose one over another if being questioned. If you are developer/software engineer, then 2173 shall have more suitable than 2171.
