Did you send documents based on where you are, or where you're from?

The subject says it all basically - for the Immigrant's guide, there's a fair difference in the preparation of documents required based on where we are physically, and where my wife is from (she's the principal applicant).

I'm confused as to whether we should send the country requirements of where we are, or where my wife is from.

It seems unpredictable as to whether our application will go to the VO here or where she's from, but based on that, the requirements will vary.

Depends on which passport she currently holds determines which VO it is being sent to, you have no choice. CIC sometimes they will send it to the country of residence but most often it is the VO where the applicant is a citizen of.

So in that case would it be better to prepare our documents based on where she's from or where we're physically based since they both are somewhat different.

What country passport does she hold?Most likely CIC will send that application to the country where she is a citizen. For example, I have seen many cases where someone has resided in the U.S having their file not processed in Ottawa(where u.s applicants are processed) but their applications are sent to the VO where they are a citizen of.
