DH in Hongkong for 5years: applying for study visa

Hi Everyone,
I'm a bit worried I am DH here in HK for 5years. planning to apply for study visa here in HK and I am Filipino is it good to apply here or in the philippines? my English language will start on April 28,2014 for four months I'm afraid I don't have enough time.

chances to get a study visa?

after high school and got a 2year diploma in Office Management in the Philippines and now planning to study in canada after 13years and my work experience for the last 5years was working as a DH in HK. my sis and bro in law lives in Canada and they'are sponsoring my study. for four months in english and 2 year diploma in BA.
Do I have chance to get a study visa?

it wont harm to give it a shot..if spending on application fee is not an issue..

most of the times they do accept from outside your home country
