Desperate to bring my brother

My father and I live in Canada and we both have got our PR cards.My mom who lives in Turkey was recently asked for medical examination.As we are waiting for her to come here,I am trying to find a way to bring my brother who is currently 26 years old and studies in university.My father included him in the family sponsorship application but he wasn’t asked to get medical examination.I made some research and there is not a possible way to bring him here under family sponsorship due to his age.It was on 16 October 2016 when my father submitted the application.Some people have told me that he could come here if he has continuously studied since before turning 22 but I assume that would be effective if the application was submitted before 2014.My brother has been rejected once when he tried to get student visa last year.And he has no work experience as he’s been studying for years and hasn’t started his work life yet.And I thought about other ways of immigration but his english is not that good so I can’t think of anything but temporary visa.

I am really desperate at the moment and I have a few questions if you can answer I will be so grateful.

- If he wants get visa here what kind of visa would be better for us to apply?

-Is it possible to get accepted for visa despite the fact his whole family is here and he has to prove his purpose in Canada?

-Is it better to be honest and tell the officer in a letter that he wants to stay here after his he completes his school because he has no one in Turkey?

He could try applying for a TRV or study permit but given his family ties in Canada are so strong and his home country ties so weak, his chances are very low.

No, he should not say he wants to stay here permanently. That will reduce his chances to zero.

He should focus on learning English and getting skilled work experience in his country to qualify for an economic immigration program.

TRV is not really an option. He will only be able to stay in Canada for a limited amount of time that way.

To answer a question in your first post, your brother is not classified as a dependent (he is too old) and cannot be included in your mother's application (which is why he didn't receive the medical request). You're right - the fact he has been in school continuously doesn't matter - he's still not eligible and will have to qualify on his own to come here.

I agree that a TRV is probably not a good idea. If he was already refused for a study permit last year and given his whole family will be here shortly, the TRV will almost certainly be a refusal as well (he wants to avoid getting more refusals if at all possible).

I would focus on building a strong case for a study permit and applying in a few years. Or alternatively he should focus on getting the required work experience to qualify to apply to immigrate on this own. Either way, he definitely needs to build very strong English (or French) language skills. So that should certainly be a big area of focus for him over the next while. Good luck.

The cards were already revealed there. The moment somebody tried to include him as a dependant, they know that he wants to stay for good. So chances to get any TRV visa will be practically 0 next few years.
So he should finish his studies and get 3 years of valid work experience (but at least 1 year).
With 3 years he might have chance to get directly through EE (but he will also need Master diploma and really good English).
He can also check for any PNP nomination.
For example if you would live in Manitoba or New Brunswick, he can have chance to get PNP because of his ties in province.
What he will get for sure to EE is 15 points for you as a sibling with PR.
