Hi iv been deported from the us for 4 small possession charges of marijuana. I don't have any felonies or anything violent on my record my last possession charge was in 2012. I came to the us as a refugee in 1997. My question is with my charges can I come to Canada if I get a job offer?
 
No - you can't. Because of your deportation and also the refugee claim, any sort of temporary visa (work permit, study permit, visitor visa) is out of the question and won't be approved. You're also currently inadmissible to Canada as a result of the possession charges and would have to go through the rehabilitation process.

If you want to come to Canada, you will need to qualify and apply to immigrate so that you can become a permanent resident. This is the only viable option - provided you meet the requirements of one of Canada's economic immigration programs like Express Entry.
