I'm in this predicament where my brother will be moving back home to the Philippines for work. I'm sponsoring my parents to come to Canada and my brother is a dependent. They're a resident of another country and staying there (let's call it "X" for now). Will him moving back to the Philippines cause any issues with CIC in the future? We've already sent the requested documents and everything like police clearance, passport copies, and etc . The only thing missing now is a medical exam, but he can always come back do a medical exam at X if need be though not really ideal.

He can get his medical exam done by a panel physician in the Philippines when he is asked for it. It doesn't need to be done where the original file was sent from.

On a side note, if your brother is old enough to go back to the Philippines to work by himself, how is he still considered a dependent, unless the application was launched pre age change. If that is the case though, his leaving to go to work may change his status.

We applied when he was 18 on 2011 and only now did they ask for documents and such.

I'm only worried about CIC asking why a medical exam is performed in the Philippines, when the application has the address of my parents in X, as oppose to where my parents are.

If he was included in the application as a dependent because he was still attending school but now is no longer attending that may change his status from dependent to non dependent, especially if he is returning to the Philippines to go to work. Where his medical is done is not going to be the issue here at all, what will be an issue is his CURRENT status of whether he is STILL dependent to your parents.

I admit that I don't know copious amounts about how the PGP program works, but I do know that before they enacted the new age law that dependents had to REMAIN dependents until the point they actually landed as PRs. If your brother no longer qualifies, you'll need to have him removed as a dependent from your parents application.

Alright, noted on the medical part and thanks for sharing.

My brother was attending school in the Philippines during the time when I submitted and is now with my parents. So is it best for my brother to stay with parents until we get a notice about his status or at least a medical examination? Because I'm pretty sure they'll send a notice or something saying only my parents are the only ones allowed

This is incorrect. Since he was 18 year old his dependent status was locked in at the time of application. There was no obligation for him to remain in school full time. He is fine to work full time as well. The only thing he cannot do if he wants to remain a dependent is get married or enter into a common law relationship with someone. If he had been 22 at the time the application was submitted and a dependent and in school full time, THEN he would have needed to remain in school full time until the application processing was completed. But since he was 18 - he's fine.

I was trying to get a response to the OP regarding which type of dependency the brother fell under at the time of application, but for some reason can't post ....

Assuming he was single at 18, he would be a Type A dependent since he's under 22:

If he was married at 18, then he couldn't have been a dependent at all. So he falls under Type A and his age is locked in with no need to continue studying full time.

Yeah he was single when he was at 18. Up to now

Thanks for the info guys. But is it alright for him to move to the Philippines for the time being? Any known complications this might hold? For instance preventing my parents from coming or along the lines?
