Dependent entering alone on CoPR

Hi, I'm the primary applicant and have successfully completed my soft landing. My wife got a job in Canada and is planning to move permanently. Meanwhile, I'm applying for jobs and willing to move when I receive a job offer. Can she move alone to Canada without the primary applicant on an approved CoPR?

We got it in Oct 2020 and expiring in March 2021

Yes, I believe once she is granted PR, she has all the rights every permanent resident has.
