Hello, this question is for my friend, as they were on the final process for their Permanent residence which is the passport request/submission already, but one of his dependent does not want cooperate and does not want to submit her passport. Does it affect their final submission? Can they get their PR or landed without her first? and can she follow later if she decided to? Please anyone can help me so i can pass it to him. Thank you
