Would I be able to apply for a permanent residency under my stepfather?
My mom has applied for her permanent residence with my brother already earlier this year and I was not included due to the change in dependent child age in 2017 October 24.

How old are you?

If your age will only qualify after new rules come back into place October 2017, then you'll need to wait until those rules are officially released to see if they will apply to you and if you can then be added to your mom's app in progress.

Your stepfather can't sponsor you.

As scylla said in your other thread and Rob has said here, you need to wait and see how the change will be implemented in October.
