I would appreciate information on a very specific spousal sponsorship question.

Let's say a Canadian marries a foreigner while they are visiting Canada.
Can the foreigner's child (less than 19 years old) come to Canada (quickly/easily, within a month or two) while the couple waits for their inland application to be processed?
 
i'd imagine it depends where the child is from, how long they plan to stay and whether they need a visa to enter Canada. it may be difficult to obtain a visitor visa if one parent is living in Canada. if a visa is not required, then how long they are initially allowed in for will be dependant on the border agent that greets them.

Same question with the following details:
-child would be from the Dominican Republic
-they would plan to stay at least six months
-a visa would be required
