delay in visitor visa

have applied for visitor visa of my parents in january 2019, still status shows under process at IRCC ,IN ORDINATE DELAY
HAD SENT REMINDER TO DELHI IMMIGRATION OFFICE,THEY REPLIES THAT YOUR APPLICATION IS UNDER SCRUTINY,
WHAT COULD BE TH REASON FOR INORDINATE DELAY
