I would like to understand the reasons for delaying my PR application processing.
I got my provincial Nominee Certificate late November, 2017 and applied for PR on January 9th, 2018.
I passed my medical exam on June 20th, 2018. I got the invitation to pre-arrival services on August 9th, 2018.
I called to immigration services to ask about the status of my application on August 9th, 2018, and I was told that my case is close to completion, the background check is almost completed, and the only step left is security check. I have called to immigration services several times since August 9th, 2018 and every time I am getting the same response - the security check is not started. It means that the immigration agent did not take any actions regarding my case for 3 months, since beginning of August, 2018.
I was wondering, if there is any way to remind the immigration officer about my case?

most likely it takes a long time to start the process in your home country. I have heard it all depends on mutual relations between canada and a third-part country. sometimes it is very quick sometimes it is painfully long. to tell you the truth I don't think it is a good idea to keep calling CIC as they may get fed up with your bugging them. I had the same situation with my firearms licence. most likely my application was relocated to the very bottom of the pile as a result of my constant calling them

The point is that I have lived in my home country, Armenia, for 39 years, and then I moved to Canada, where I did my PhD at the University of Toronto. I have 15 years clinical experience (I am a physician) and 12 years research experience (I have MPH and PhD), including 6 years in Canada. I am single and have never been married, I have no dependents. I have never attended any other countries.
Can you please suggest any possible reasons for delaying my PR application processing? Does the immigration officer have a right do not take any actions for several months? Does the immigration officer should wait until the end of the processing time to make a decision on my case?

Same here i got file number 21 feb2018, medical passed on 15 june 2018, pre arrival service on 15 August. I have called cic twice . One on 15 sept 2018 , one on 15 oct 2018 both time they said everything is done just the security part has not started yet.

So i am thinking next update will be in 2019
 
Its too early to get the decision, they are still processing the application from July,2017. You have a long wait man, nothing like they are delaying your process. Federal Pnp is always like this. Its processing time is 19 months. I know some people from 2016 are still waiting.
