Degree attestation HEC and WEs

I have done M.phil and want to get attestaion of my degrees for immigration purposes. Please guide me either i have to send only m.phil degree or all degrees to wes throgh hec and ibcc. I have read on cic website that in most cases you have to verify your highest degree only. I am a little bit confused about this.
Second thing what are required documents for sending a research degree to wes and the procedure for this??
