I just received my GCMS note today and it says:

Eligibility: Review Required

Criminality: Passed - Bio

Medical: Not Started
Misrep:
Other req:
Info Sharing: Complete
Final:
Counterfoil Req: Y

"Please, if you can help me, I would really appreciate it. I'm wondering what it means. Also, just wanted to mention that background verification and eligibility are still in progress according to the tracker. I submitted my file about 14 months ago. Thanks!"

Here is an outline to understand each step. Eligibilty requires a review. I assume it is because you are from Afghanistan and there are no consular relations between governments to share/verify immigration.

Have you considered going to school in the UK or Europe? May have a better chance.
