hello seniors,

please help me with the confusion and it is very stressful.
I received ITA on Dec 22,2016 under CEC category. while filling the EE profile e put yes" to valid job offer and "no" to all LMIA related questions.
we did not score any points for the valid job offer .
my score is 482 and below is expansion

Age:100
level of education:119
First lang:109
Canadian work exp:35
spouse educn:8
spouse edn:50
foreign work exp:26
Canadian edn:15
spouse first lang:20

in my check list they asked to provide 3 types of letters i.e. "employment record", "letter of employment and "offer letter" and I came to know that this checklist is for "yes" valid job offer.
should I decline my ITA and create a new profile again or can I submit LOE and go ahead with my application.
I called CIC agents and they are not giving me a correct answer.

As Long as You haven't received any points, you should be able to update the answer and explain that in LOE.

If you are not in rush safest thing to do is decline ITA and wait for next draw. 482 is very good score.

Just one question though what are those 50 points you have for spouse ?? or that's skill transfer points ??

I have work permit till next year so thinking on declining the ITA.
and yes it is for skill transfer points
also if we decline ITA will it effect our PR process in anyway amnd do we need to create our profile again or modify our answers?
should pcc and medicals be done again

You won't require to do PCC and Medical again assuming they have some time left before expiry.

Decline ITA doesn't affect PR application.

You should create new profile though with appropriate answers.
