Is it better to decline an invite to correct mistakes after ITA, or is it better to delete profile and recreate?
In case I decline and use the same profile, do I need to provide an LOE for having declined the previous invites.
 
Depends on the mistake and the effects of such mistake in your CRS and eligibility among other factors.
 
Here are the mistakes that I have made:
- Period of study updated incorrectly as (Jun'01 - Jun'05). But it should have been Jun'01 - Apr'05 as mentioned in degree certificate / transcripts.
- Mentioned name of university instead of college name in "School/Institution"
 
Just edit such mistakes post-ITA and explain them in a LOE.

They are such minor mistakes that have no relevancy in your CRS/eligibility. No point declining an ITA for that.
 
Don't decline ITA for these reasons...will be a big waste of time for you. Just mention it in LOE as suggested by DelPiero07.
