Declaration of Severance of Common-Law relationship

Hi

Could anyone explain what is 'Declaration of Severance of Common-Law relationship' means or what it requires? It is on IMM5443 Document checklist.

you have to write up a letter indicating the date that your common law relationship ended and that you have not tried to reconcile or lived together since that date. either have it notorized or take it to your local courthouse to have a judge witness it.

so I guess it is not applicable for someone who doesn't have a previous common-law relationship?
