Declaration of non-acompanying parent for minor child immigration form

Hi,
I need to sponsor my spouse's dependent over to Canada. The declaration of Non-acompanying form is required and needs to be notaried. The child's mother has no problem signning the form but she lives in another country where English is not the official language. How are we supposed to get this English form notaried please?
Any advice is appreciated. Anyone sharing experience is great.
