Hi! I just would like to ask if we need to have the "Declaration of non-accompanying parent" (Philippines) even if my wife's children are NON ACCOMPANYING dependents? The father of her children is estranged and working in the Mid-East. They are not in speaking terms and will not cooperate with anything. The children have always been in her custody since birth. Thanks for any advises and/or help.
 
No, if they are non-accompanying. Look at country specific. How old are they? They may ask from her Declaration, that she knows that they will be separated for long time and they can't come to Canada.Something like that.
 
If they are dependents they all have to been under the age of 19.If they don't have there medicals you will never be able to sponsor them .So the question is how old are they ?
 
7 and 3. they have medicals already. just the non-accompanying parent form. thanks for ur reply.

You stated in your first post that your wife's children are non-accompanying. If they are not immigrating, then there is no need for the declaration.
