I applied to sponsor my parents and my sister to Canada in 2013. The long process is finally coming to an end and my parents got their visas yesterday. However, there was no news on my sister: no refusal nor confirmation letter. She just got her passport back, with no visa on it.

Does it mean that my sister's case is still under consideration? CIC's website wasn't helpful. It just said that Decision Made under my dad's (the Principal Applicant)'s name.
 
was your sister included and accepted as your parents dependent child in the sponsorship application......if your sister was included as a dependent child in the sponsorship application, your parents should delay their landing as PR until your sister inclusion is rectified and issued a visa....you may need to contact IRCC to clarify or contact your visa office.
