When the application status changes to Decision Made, does it mean the file has closed and they are just waiting for the oath ceremony date ?

Usually - but there are some exceptions. You basically just need to wait at this point but overall it's a good sign.

Decision Made is 99% an approval!

I got Decision Made on March 19, and today I saw an update saying letter to attend oath ceremony has been mailed to me on March 27.

Usually when there’s a negative decision from CO, the case is referred to a citizenship judge to make the final decision.
