Decision made with processing date

Today my status changed from IN Process to Decision made when i clicked it i was surprised to see the processing date, iam very confused, when my status is decision made before medicals, is it a refusul

I applied under FSW cat 02, filled my application on april 2010 got my first AOR on june, then submitted my full doc to chc delhi during the last week of july 2010 got my second AOR dated 2nd Aug 2010, on march 2011 onwards my status was In process with RBVO details and thrice my address got disappeared from ecas status and meanwhile i updated my passport, as it got expired last year sep and updated it sept 2010 with new passport details and since yesterday i got my processing date(17.10.2011) and my status changed from in process to decision made

I think MAYBE that when they assessed the points, the total points didnt make up to 67 or above. Again that is what i think.
