Daughter finished HS in Philippines, Is she eligible for College here?

My daughter finished HighSchool in the Philippines.
3 years Prep School
6 Yrs Elem (gr1-6)
4 yrsHS
Will she be able to enroll in College or need to do more HS here in Canada.?

What my co-worker told me.... Since 4th year Highschool in the Philippines is just equivalent to grade 10 here in Canada... your daughter still need to attend Grade 11 and 12. but again, her credentials will be assessed and evaluated.
