you can not skip any visa refusals by delaying the process for re- applying for the visa again.
All applicants that apply at a canadian embassy are assigned file numbers whether they are approved or refused for a visa .
CIC can always go back and check the name of the applicant in their system to see whether the applicant is saying the truth or is lying.
