I am currently in my last year of high school and would like to go to Canada for University. I would like to study electrical engineering, but fear that my GPA is too low. My cumulative GPA for high school it 3.17, and an average of my math and science classes alone is 2.6. Here, 90%=4.0, 80%=3.0, 70%=2.0. So, I was wondering what schools would most likely accept me for electrical engineering with my grades.

When I went to the University of Toronto (25 years ago >:(), I was told that Canadian universities didn't really consider American GPAs (don't know if that's true), because the schools vary so much by school district -- my grades were not so hot, but I was admitted on the basis of SAT scores.

That's a bit of a problem for me, I saw that some Canadian schools don't look at SAT scores, so I never took the test.
