Hi, will it matter if the current occupation of someone applying for Federal Skilled Worker program is different from the foreign work experience that he/she is claiming points for?

For example, an engineer with 5+ years of foreign work experience is currently working for a gas station within Canada.

Will it have any bearing on the decision of the visa officer on approval/refusal? Thank you!

No. Your primary NOC since claiming Canadian experience will be for the gas station. Assume the NOC is skilled for Canadian experience.
