My wife and I are currently in the US and are wanting to move to Quebec asap. We're looking at our options to do that and have questioned the necessity of acquiring the CSQ since any Canadian citizen/PR is free to move from one province to another. Can one land in another province (i.e. Sask), list a place of residence to receive the PR card that is outside of Quebec (a relative's house), and then move to Quebec and have someone mail the PR card to us?
I've read the CSQ qualifies one to in-state tuition and several other immigrant benefits, but is there anything else? If we were to cross the border from Quebec to the US after we we get the PR card, would the border patrol question us as to why my wife doesn't have a CSQ but lives in Quebec? Is it worth the extra time and cost to get approval?
