CSQ for entrepreneur refused in preliminary examination

Hi Guys,

just seeking some guidance.

My father had applied for Quebec entrepreneur program which was rejected this year for not having sufficient points and the decision says: PRE 002 Refusal.

He is going to apply for a visitor visa next year, will we have to mention it on that application that there was a previous refusal? If yes, how should he explain the refusal?

CSQ rejection is not visa rejection and need not be declared in "visitor visa" application.
