My friend has finished all his steps to reside in Quebec his wife is a Canadian citizen. He currently lives overseas and him and his family is coming to Montreal this month. He has been approved and done all his steps for permanent resident for Quebec. The question is he has also done the CSQ process and has been approved and his friend in Montreal that did his paperwork put in an address for him to receive the approved CSQ certificate or permit he never received it overseas because of a wrong address. Now will he be allowed in Canada or will Montreal Airport customs give him a denial with him not having the form in hand? Thank you
