I'm based in the UK and I applied for permanent residency to Canada as a skilled worker in Aug 09 and received a reply 3 months later from NS processing centre rejecting the application on the basis that my NOC (2172 : Computer Consultant) wasn't on the list of 38 NOCs issued by some obscure Canadian politician around a year ago.

I know 100% that I can arrange a work offer in Canada to make use of my skills but I didn't include this in my original application as I was ignorant of the NOC list and under the delusion that my NOC would be acceptable together with the fact that I exceeded the points requirement comfortably.

Does the fact that I can arrange a work offer help me get past the obstacle of not qualifying on the NOC list or does the work offer only apply IF I ALSO qualify on the NOC list?

Any coherent help will be most appreciated ... ;D
 
The fact that you have the ability of arranging a work offer does not help. You should have the work offer (and there is some conditions on it I think) and then you qualify regardless of your NOC being 2172.
 
sorry about the rejection. 2172 is under 0213 rt?!? why u were rejected?
 
wait... why it was rejected?!? its under 0213... thats what I wrote too NOC 2172... since they are asking for NOC.

Sorry to hear about this unfortunate news, mate.

However, note that 2171, (IT consultants/Computer Consultants) do not normally qualify for 0213 unless, you have at least one medium sized company as a client that uses you as an IT manager, and that too, will require you to provide enough documents to prove it.
Alternatively, if you have worked long enough in a position (I mean @ least one year continuously in the past 10 years as an IT Manager/Director of a, e.g IT service providing company, before becoming a (freelance)IT/Computer Consultant, then you will be fine. In my view, a freelance IT consultant is and will not be acceptable to the IO/CIC/CHC without fulfilling either one or both of the above factors under the 0213.

I may be wrong but this is my view and opinion.
Make sure that you take the above points into consideration before re-applying( if you are planning to).
