There is no real analysis here, just a thought that would it be possible that the Cic decides to take more applicants in 2017/18 and drops the Crs cut off below 400 for EE and might consider letting the provinces nominate at much lower than 400. Fact is that for anyone to make it to Canada it cost quite a bit and making those funds available at an early age is difficult. Around 30's many would plan for stability or better life and that's when an immigration plan comes in to picture.
