1) 438 is not a bad score. Its just not good enough.
2) If you have not yet got a CLB-9, then try and get it. It will boost your score significantly.
3) If you already have a CLB-9, then you can try and secure a Provincial Nomination.
4) If you haven't received an Interest Letter (PT) from Ontario yet, then consider re-creating your EE profile.

did you try re-creating profile on EE system and show interest to all PNP in your application. If lucky you can get Expression Of Interest from any of the provinces.

i have CLB 9

but my EE profile is under mt lawyers portal i cant do anything and hez not helping me

Ditch him. Stop paying that guy. You can do this process yourself, all you need to do is a little study and understand how the system works. This forum will help you get through the process.

What is your noc? Maybe it is similar to some noc from the list of in-demand occupations?
