Crossing border into Canada before filling inland application

My american wife and I are planning on filling an inland sponsorship of her later this year. Is it better for her to cross with me as a visitor with the intent to visit my parents and family or to have the paper work supporting our application and marriage license at the border and inform them we will be filling and get a vistor record for her?
