Long story short, a drunken brawl back during university came to haunt me as I applied for Express Entry. I have just applied for rehabilitation and started the daunting waiting process, processing time could stretch up-to two years.

Thing is my score is 461, and I have already missed applying and qualifying for the ITA twice. Do you think I should:
a. Apply and support my documents with the request for rehabilitation and pray that it will be considered (even though from online research I know they're most likely refuse entry on the grounds that I am inadmissible)
b. Continue to sit back and wait for my rehabilitation application to be approved and then submit a full application?

If you are inadmissible, the PR application cannot be finalized until the rehab application is approved.

I think you can go ahead with submitting the application and hope that either your rehab application is processed very quickly or that they hold your application open until the rehab application is finalized. Ultimately what happens is up to CIC and it's true that rehab applications can sometimes take a few years. But you may get lucky.
