For a credit record to be created, one needs to live in Canada for at least 6 months. Otherwise, the credit inquiry will return as blank or "unfound".

Does anyone know if there's a certain period of residency requirement for criminal record check? I need that for job application.

For criminal record, no, although there's a new regulation now that you should have an employer first before you can apply for one.

I just applied one for a volunteer opportunity, see if successfully. It doesn't allow online application due to the short residence though. Not sure what's the reasoning behind the check as, in my case, the criminal record check only pertains to my few months residency here in Canada.

Yes, yes, the check is needed for volunteers too. However, some companies (for volunteers) reimburse the cost.

Yes, you can't do it online too. And the check takes 8-10 weeks to arrive too!

But I just don't see the significance of a criminal record check for a person who has lived in Canada for a few months. In substance, it doesn't proof anything as to whether I am a criminal and can be a hazard to the kind of work I will do. So, it's more of a procedural act than anything else.

Well, you really can't tell. Some could have committed or been involved in a crime the moment they arrived. It's part of the process. You have no choice anyway.
 
The criminal record check is often not to check if you are a criminal or not, but required for insurance purposes. It is about containing risk. There are many good reasons for criminal checks, examples are :
Good to know (or at least check) that you are not a paedophile if you are expected to work with kids, or a thief if you are expected tow work with money, or work in security.

For the most part it is procedural but I would not knock it for it's value. It has a purpose and is not intended to persecute just intended to contain risk.

Really not a big deal generally.
