CPE vs. CAE - IELTS, FSW

Is the CPE usable for immgration qualifications (FSW)? The only exam I have seen mentioned is the CAE which scales lower than the CPE according to Cambrige themselves.

For FSW 2013 CIC website only mentions, IELTS (General) and CELPIP (General) as acceptable tests for gauging English language competency. Here's the link:
