Hello how can I prove to IRCC that My travel is non optional and non discretionary? ( a new article came out yesterday about reuniting with immediate family member it says I would need to prove that I’m married n my spouse is Canadian and I’ll need a letter from IRCC .)

Do you already have a valid TRV or eTA?

What are your reasons for traveling to Canada?
 
The reason for his traveling is to help me out by watching our 11 month year old daughter due to my depression I’m going to a therapist and programs to help with my depression and I need help with her during these troubling times I don’t know if a doctors note can help ?

An approved TRV is still required to travel. This requirement hasn't changed. If he doesn't have a TRV, he needs to start by applying for one.

A simple invitation letter attached with a doctors note is that enough or he will need to provide more documents ?
 
I dont think you need a letter from IRCC. This is true if you are a permanent resident or a citizen and your immediate family member is visiting.
It is only required if you are a temporary resident and your family is visiting. Also as per the new article it looks like you dont need to prove the travel is essential or not (only in case of immediate family members)

Yes I think even if it's not stated explicitly in this article everybody must have some sort of visa for travel. And yes he must apply for TRV.

I also observed in this article they mention the travel has to be non optional....but an article released few days ago says the travel may not be essential for immediate family. I guess the rules for very fluid and keep changing frequently. Not sure about this.
