Reading above link they would need a very good reason to be allowed to travel and not just for a visit. First challenge would be to persuade an airline that can board a plane assuming can even get a flight given airlines are gradually shutting down, even Air Canada just announced major temp layoffs

Note that any travel insurance currently will not include cover for anything COVID related so make sure you check this out locally plus mandatory 14 isolation.

As for saying whether they can travel or enter nobody here of course has any more info than what has been published so you need to make your own interpretation.

Personally if were me I would not want my parents to travel unless was a matter life or death
