I got employed on 26th August 2019 and was intending to complete my 1 year work experience on 26th August 2020 at 35 hours/week. This would have allowed me to accumulate way more hours than the required 1560 hours. I got laid off on May 27th 2020. As compensation I will be receiving another 8 weeks of pay without being required to work. This brings my total amount of work to (39 + 8) 47 weeks. At 35 hours/week I already have 1645 hours, exceeding the minimum of 1560 hours required to apply.

The question is if I am eligible to apply after 47 weeks and having accumulated 1645 hours or do I have to find a new job and work another 5 weeks to complete the 1 year (52 weeks)? Does my time on CERB counts towards the 52 week-1560 hours requirement from immigartion?

You can't count more than 30 hours per week, nor those eight weeks when you didn't actually work. At most, you can count around 1170 hours of work experience (30 hours x 39 weeks). Therefore, you need to find a new job to reach 1560 hours. At 30 hours per week, you would need 13 more weeks of skilled work experience.
 
If you weren't working, why would you be able to count it as work experience? Normally a couple of weeks of paid vacation are allowed but this sounds more like a severance package.
 
You were not working when you received CERB. So, it does not count towards the minimum entry requirements or the CRS points. Try creating a profile once you have accumulated a year of full-time skilled work experience (30 hrs or more a week over a period of 52 weeks or 12 months).
