Hi,

I have one of my friend he is a dentist working in Qatar, Syrian nationality and he is married, he just asked me if he he have a cousin lives in Canada and if he ask her to sponsor him and his wife, can she do it or it's not allowed to?

his cousin studying in Canada and she have a PR.

please if you can help me urgently?
 
This is the rule that applies to cousins:

"Note: You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act."

If she has any of those types of relatives listed, then cousins are out, but even then, she can't sponsor his wife. If he could be sponsored, he could sponsor his own wife once he is a PR.

What about if his cousin apply a visit visa for him is that possible or not? and if yes how much it cost?

He needs to apply for the visitor visa himself. He can find detailed information here:

He can apply. I don't know if he will be approved. It costs $100 to apply, plus he needs fingerprints and photographs.
