What are the courses that a person can do in order to get language proof for citizenship in British Columbia.

I know there are two:

IELTS
CELPIP

What else options are available including cheaper/free ones?

What you mentioned above was English assessments that are acceptable by the CIC. If you wish to take a free ESL courses and use it as your proof of english requirements for your Canadian citizenship application, you have to check out the LINC courses (Language Instructions for Newcomers). LINC courses/levels are usually takes 3 months to complete. FYI, it used to be called ELSA.
