my husband is tunisian but a resident of italy

which country specific instructions does he follow? the africa one or the west europe one?

it says on the site: The list below has specific instructions by geographical region that sponsored relatives must follow according to where they live.

but i have seen in some posts on this site in the past that they have said to use the country specific instructions according to their native country, not their current country of residence (if different from native country)

can someone please clarify quickly?

Normally you use the Guide for the visa office where you are applying. So if he is a legal resident of Italy, he uses that Guide. However, first check the embassy website for Rome to ensure that there are no instructions pertaining to applicants who are not citizens of Italy. They may have specific instructions. Most don't but a few will tell you to use the Guide of the applicant's country of citizenship. If there is nothing specific there, then use the Guide for Italy. You know that he must have been legally admitted to Italy for at least 1 year to be eligible to have his application processed in Rome. If not, Tunisians have their applications processed in France.
