Could you reapply with BWOP experience if I get declined?

I've been working for about 20 months now with few weeks short off 52 weeks of 30 hours or more. I've got about 4 months until my WP expires, I won't be eligible to apply with the weeks i've got until I have 2 months left on my WP which I find risky as I don't know how long AOR's will take then and want to extend. If I apply now then get my BWOP but then get declined later due to hours can I reapply with the hours I've got from my BWOP?
