Could anybody help me please

I applied for PR 1.5 years ago, and went through the physical exam.
Last month, I received an email from buffalo canadian consulate, they asked me to submit my passport and they will issue me visa for PR. There is a question, in the email, they send me 4 links I copied as follows, but the links are not functioning, could anybody share the links with me if you received the similar email? ??? ??? ???
