I have heard rejections and it makes all the sense to me !! How come your Job responsibilities could be an exact match of an NOC! NOC responsibilities are generalized and work like an Umbrella to cover many titles !!

Never do this. What is mentioned under NOC is very generic and gives an outline of the profession / job role. To be on a safe side, your R&R should match 60%.
