Hi I am on work permit currently. And I am in the process of applying for PR through express entry. I want to bring my conjugal partner from India. Our relationship is 11 years. Do I apply for work permit or PR for him.
Which one is best? When should I apply? Before I get my PR or after I receive my PR? Kindly help. Thank you.
 
Do you mean same sex common law partner? Please read the definition of conjugal by IRCC. Have you lived together for 1 year? Have you been declaring your partner as common law since you applied for your work permit? Have you stated that your partner is common law on taxes?
 
No. Not same sex. I am a female and I live in Canada on my work permit. He is in India. Our relationship is from 11 years. So can I apply for work permit or for PR (once it is approved for me) for him?

Conjugal is very difficult to prove and applies in a very small percentage of cases. You may be confusing conjugal and common law.
