CONFUSION IN NOC CODE

Hei I am working in Coca-cola ,India as executive-sales which is a middle management position but I saw my noc code 6411 in "c" category while my duties and responsibilities are perfectly matching with noc code 0611 which is at 0 level.
I am confused now. Can I apply for EE with my job profile?? Which plays important part my job title or my duties and responsibilities?? An agency told me that job title from company to company varies so duties and responsibilities plays important role?? Is it correct??

Lead statement also matters so ensure you have a managerial role implying that you have a degree of control over a department or territory as well as ideally a team that you supervise.
