Hello everyone. I'm just another person looking for some answers or any clue to solve my confusion. My main target is to stay for life in Canada with open work permit. I'll try to go over my situation and then at the end I will ask few questions. My apologize for my English, it's my second language.
So, I arrived in Canada, Toronto at the end of February 2017. Currently I'm on IEC (working-holiday) visa. I'm working full time job an my job is in a skilled occupation (NOC levels 0, A, or B). My girlfriend also is with me here in Toronto and also on IEC visa. But she doesn't work right now. What i would like to do is to join Collage of Carpenters and Allied Trades (www.theccat.ca) college. I looked up in CIC website and I didn't found this college on Designated learning institutions list ( http://www.cic.gc.ca/english/study/study-institutions-list.asp ). To join College of Carpenters and Allied Trades I need a study visa and work permit for four years to take a part of their program what I would like to study and I have to obtain study visa and work permit before they can sign me in. But at CIC website it's said that I need to be accepted in learning institute before I can apply for study visa. At this point I'm very very confused. As may priority is to stay in Canada with open work permit I was thinking this could be my best option as work is part of studies. I know that there are other international students at that college and they had study visa and work permit before to join that college.

There is few questions what have been sticked in my head for a while.
-Is there any way to obtain study visa and open work permit before joining any learning institute?
-What other visa could give me open work permit?
-Can my girlfriend stay with me as spouse if she doesn't work?

I hope you guys understand my situation. Willing to hear any suggestions, recommendations. If you know some people who could help me out just leave contact information. I would really appreciate it.

There's no way to obtain a study permit without being accepted by the school first. If the school isn't on the DLI list on CIC's website, then you won't be able to get a study permit or work permit.

You don't qualify for an open work permit.

You have to be studying full time if you want to be able to work while studying. You can't work if you are only studying part time. CIC also won't grant a study permit for part time studies.

If sounds like what you are trying to apply for may be an apprenticeship program. If that's what it is, these are almost always only available to permanent residents and citizens of Canada.

That's what I thought. At least I know now for sure.

Yes, you are right. It is an apprenticeship program. So sad, I thought there is some way how to get into this program.
 
Can you suggest me which visa should I apply then? My employer is willing to help me out and give me job offer after my visa ends.
 
Your employer needs to get an LMIA so that you can apply for a closed work permit.
 
If my employer gives me work visa can I apply for study visa so I can attend apprenticeship study program?
 
To the best of my knowledge it's not possible since you need to be a Canadian citizen or PR to participate in the vast majority of apprenticeship programs.
