Confusion about vaccines??

Can anyone help me understand this

At this time, travellers who haven't received the full series of a vaccine – or a combination of vaccines accepted by the Government of Canada – do not qualify as a fully vaccinated traveller allowed to enter Canada.

So if anyone has a combination of Astrazenca and Pfizer, is he eligible to enter Canada?

Can enter Canada but not considered fully vaccinated so must quarantine for 14 days.

Canada currently recognizes a combination of accepted vaccines, so the Pfizer and Astrazeneca combined count as fully vaccinated.
