Confused with a question in Eligibility Test

Hi all,

The question I am going to ask may look stupid but I would like to clear things up.

I am currently living in Australia and looking to move to Canada.

As I go through eligibility test on CIC website

One question I don't understand is that the question asks Are you currently working legally in Canada?

Since I don't have any history of working in Canada and am not currently working in Canada, I clicked NO. Then it says I am not eligible.

Is the Express Entry only for people who have history of working in Canada?

Certainly not. There are many people who have successfully applied for Permanent Residency from outside of Canada having never traveled to Canada before.
 
So do I just click YES to complete the eligibility test?

I thought many people from outside of Canada do apply but I wasn't sure in order to create profile, I need to have eligibility test reference or not.

Perhaps you're using the wrong test.
